General Case Network Policies

The Case Network is a production network on which thousands of people depend to get
their daily work done. In order for everything to work smoothly,
computers, network software, and network equipment need to follow
consistent standards. Two computers can not claim the same address or
name, and then must be prevented from sending incorrect data into
addressing and routing protocols. Use of new applications is permitted,
but only in ways that do not pose a risk of interference with the use of
the network by others. Production use of the Case Network takes priority over
experimentation at all times.
The following rules apply to the Case Network use:

The
Case Western Reserve University Acceptable Use Policy
defines the standards of behavior
expected of all users of campus computing and communications
resources.
All use of the Case Network must "demonstrate respect for intellectual
property, truth in communication, ownership of data, system security
mechanisms, and individuals' right to privacy and freedom from
intimidation, harassment, and unwanted annoyance."

Any program or device used on the Case Network must comply with all relevant
standards.

Connecting devices to the Case Network
for the purpose of providing remote access to the Case Network is not permitted.
For example, connecting a modem to an office computer so that one can
access the Case Network from one's home computer is not permitted.
The connection of such a device requires the written permission
of the Vice President of Information Services. Such devices present
a security and operational threat to the network and a possible
violation of University license agreements. If such a mechanism is
discovered, the device or computer may be disconnected from the network
until the appropriate permissions have been obtained or the external
connection is removed. The only permitted mechanisms for remotely
accessing the Case Network are those provided through Technology Infrastructure Services (TIS).

All devices with a network interface which are attached to
the Case Network (including printers, computer systems,
laboratory equipment, scanners, communications devices, etc) must
be registered with TIS when attached to the network.
When a device is registered for use on the Case Network, network names and numbers
will be assigned to the device and owner
contact information will be collected. For information on how

No device or program that can potentially severely disrupt network
service to others is permitted on the Case Network without prior arrangement
with TIS.

Programs that cause excessive numbers of network broadcast packets are forbidden.

Routers, switches, firewalls, bridges, repeaters, and the protocols
used by such devices may not be used on the Case Network without specific
permission from TIS, except as indicated
in Banned Programs, Servers, Protocols, and Services.

Although TIS will generally make an effort to
contact the registered owner of a network device before
disconnecting it from the Case Network, situations in which network
operation is severely disrupted may necessitate immediate
disconnection of a device without notice.
Unregistered devices are subject to disconnection from the Case Network,
without notice, whether or not they are disrupting network
service.
Because of their high potential for network disruption, devices
speaking bridging or routing protocols without specific permission
from TIS are also subject to disconnection from
the Case Network without prior notice.

Recreational use of the network is permitted, subject to some
restrictions. See the Network Games policy
for further information.

Various University offices, departments, and computing facilities
may impose additional restrictions on use of their computers to
access the Case Network.

Additional policies exist for specific programs, protocols, and
devices.

Violations of these policies may result in possible disciplinary
action in accordance with University rules for misconduct and
existing judicial, disciplinary, or personnel processes.
Offenders may also be subject to criminal prosecution under
federal or state laws.
These policies may change as necessary to ensure the continued
reliable operation of the Case Network.
All Case Network users are encouraged to contact TIS
before using a new or unfamiliar network program, device, or
protocol. TIS can help you determine if the item in question
is compatible with the Case Network in advance, preventing problems before
they occur.
